Cdr Jerome V. Flanagan
Jay Flanagan, Coast Guard lawyer extraordinaire
died in August 1995. He was my mentor and the man who inspired me to achieve in the Coast Guard
legal program. Jay was the quinessential Coast Guard lawyer, devoted to his clients, innovative
in his representation and dedicated to justice. I remember asking Jay once how he achieved his
reputation and he told me it was simple. 'When ever you see a pile of 'manure,' jump in; everyone
else is trying hard to avoid it.' He was a man of vision, dedication, spirit and imbued with the
irish gift of gab. I doubt the Coast Guard will ever see his like again. That is a tremendous
loss for our wonderful service. Jay, I miss you and thank you for all of the guidance, insight,
